I think people use "the regulations" just as a shorthand to refer to 
what you have explained here, John.

If the Framework recommends referring to performances of 5000 changes or 
more as "peals", then almost everyone is interpreting that as the 
definition of a peal.

I believe that many or most people would regard "yes" as an acceptable 
and accurate answer to Alan Barber's question.
